DISCIPLINE POLICY
 
7.1           General - The teams of the Nova Scotia Major Midget Hockey League have the right and responsibility to maintain team and player discipline. A Team may take such action, as it deems necessary to enforce appropriate conduct both on and off the ice while representing the team and the Nova Scotia Major Midget Hockey League. In addition to any standard of conduct that an individual team may wish to impose, the Nova Scotia Major Midget Hockey League has chosen to establish certain policies and practices that are intended to set a uniform standard of conduct for all individuals associated with the League and its operations. Disciplinary action may be undertaken by the League to enforce appropriate conduct including compliance with the League's policies, rules, regulations and practices.
 
7.1.1        All participants of the Nova Scotia Major Midget Hockey League are advised that failure to adhere to such standards may result, in the case of an individual, a suspension, or in the case of a team, a fine. The disciplinary action initiated by the league will depend on the nature and severity of the offense.
 
7.1.2        The code of Discipline of the Nova Scotia Major Midget Hockey League has been developed as a guideline for all League participants in governing expected conduct both on and off the ice. The Code is based on suggested standards provided by Hockey Canada, Hockey Nova Scotia and the Nova Scotia Minor Hockey Council. The penalties as outlined are suggested minimums only and the actual penalties assessed will be based on the circumstances involved in each individual incident.
 
7.1.3        Corrective Discipline is based on the following:
 
     The nature and severity of the offense.
     The number of occurrences for which the person has been subject to corrective discipline.
     Injuries, if any that may have been inflicted.
     The need to communicate to all League participants a standard of acceptable conduct.
     The need to correct unacceptable conduct on the part of a participant.
 
 
7.2           CODE OF DISCIPLINE
 
7.2.1        General - One of the key core values the Nova Scotia Major Midget Hockey League strives to achieve is to "provide a positive hockey experience for all participants in a safe, fun, sportsmanlike environment". In order to continue to provide a safe environment necessary for all participants to develop their hockey skills and interests, all members of the Nova Scotia Major Midget Hockey League must conduct themselves properly at all times, both on and off the ice. The policies outlined in this manual, and/or minimum suspension guidelines, are aimed towards ensuring high standards of skill and fair play, integrity, respect and good sportsmanship by all participants.
 
7.2.1        Code of Discipline - Application The Code of Discipline applies to all participants of the Nova Scotia Major Midget Hockey League in all hockey games, be they league, tournament, play-off or exhibition, including games played outside the Province of Nova Scotia. For games played outside the Province of Nova Scotia, league participants shall comply with the Code of Discipline of the host Branch. However, any outstanding suspensions must be served in accordance with the Nova Scotia Major Midget Hockey League Code of Discipline upon return to Nova Scotia. All minimum suspensions shall commence upon the conclusion of the game in which the infraction(s) occurred. Should a Game Misconduct associated to one of the following infractions occur within the last ten (10) minutes of regular playing time or any time in overtime, Rule 4.6 (c) will also apply resulting in an additional one (1) game suspension.

Minimum Suspensions - The suspensions contained in this Code of Discipline are Minimum Suspensions and shall be applied as indicated. However, should it be decided or determined that the offence warrants a Suspension other than indicated in this Code of Discipline, The matter shall be referred to the League President in writing within twenty-four (24) hours from the end of the game, indicating the circumstances for such application together with the Game Report and any supporting documentation. The League President shall review all such applications and determine what course of action to take within seven (7) Days. Should this result in suspension in excess of the Minimum; the suspended participant/s shall have the right to appeal in accordance with League Appeal Policy.
 
The League President or Designate shall have the power to suspend summarily any "member" or "Individual" of the Nova Scotia Major Midget Hockey League for conduct unbecoming on or off the ice, or for abusive language or conduct detriment to the game of hockey before, during, or after a game.
 
It is the responsibility of the respective Team Officials to ensure that all participants suspended in Accordance with the Minimum Suspension guidelines contained in this Code of Discipline serve their suspension in full. Any player or team official who participates in a game while under suspension shall result in a five game suspension to the teams Head Coach.
 
 
7.2.13      Pre-Game, Between Periods, Post-Game Incidents - Fights or incidents prior to the start of, between periods, or after the game - teams involved will receive an automatic five hundred dollar ($500.00) fine plus any suspensions that may occur as a result of a review of the incident by the League Disciplinary Committee.
 
7.2.13.1 During the pre-game warm-up, players are restricted to their half of the ice and must not cross or touch the centre red line. Any player/s who cross or touch the centre red line will be assessed a Minor penalty. Any player/s who cross the red line to confront players from the opposing team shall be assessed a Gross Misconduct penalty. Any player/s who confront opposing players anywhere on the ice during the pre-game warm-up shall be assessed a Gross Misconduct penalty.
 
Note:       Players may only enter their opponent's half of the ice during pre-game warm-up with permission of the Official monitoring the Warm-up.
 
Involvement With Fans - Players or team Officials - The League Disciplinary Committee suspends players penalized for any incident involving spectators indefinitely pending a full investigation. {Minimum suspension five (5) games}. Team Officials penalized for any incident involving spectators (fans) shall be suspended indefinitely pending a full investigation by the Disciplinary Committee. {Minimum suspension five (5) games}.
 
Derogatory Remarks -  Person or Persons responsible for these remarks, in public, media or social media,  will be ssuspended indefinitely until dealt with by the League
 
Suspended Team Officials: All coaches or team officials under suspension for any reason shall not be permitted in the teams dressing room or players bench area from one (1) hour before game time until one (1) hour after the conclusion of the game. While so suspended, they shall also be seated in an area of the arena as designated by the league away from the team's player's bench area. Any violation will result in additional suspensions to the coach or team official and a fine of one ($500.00) hundred dollars to the team.
 
Administration of the Code of Discipline - It is the responsibility of the League Commissioner to administer the Code of Discipline. Whenever possible, the League Commissioner will notify the designated Team Representative of all suspensions prior to the next scheduled game. However, It is the responsibility of the Head Coach to ensure that any player or team official assessed a penalty or penalties that are covered under the Code of Discipline, serve the required minimum suspension. Failure to comply will result in a five (5) game suspension to the respective Head Coach. The League Commissioner shall distribute Notices of Suspension to all team representatives and the League Executive.
 
Suspensions - It is the responsibility of all participants of the Nova Scotia Major Midget Hockey league to make themselves aware of the Code of Discipline, the polices of the League and the implications that a
breach of said standards may carry.
 
Where a player or team official might be considered to be in breach of the Code of Discipline or League Policy but has not received official notice of a suspension, that player or team official will consider himself or herself to be under suspension and to conduct themselves accordingly. Failure to comply may result in additional sanctions being applied to the player, team official and team involved.
 
Suspensions may be served in regular season games, tournament games and exhibition games that were sanctioned by the League prior to the offence occurring.  

Teams are required to report offences occurring at tournaments outside the jurisdiction of Hockey Nova Scotia to the League Commissioner. Teams must report all such offences regardless of whether or not any resulting suspensions were served during the course of said tournament. Failure to report such offences will result in additional sanction being applied to the player, team official and team.
 
Teams and participants are advised that additional sanctions may result for breaches of acceptable standards of conduct.
 
 
Alcohol and Drugs
 
7.5           The Nova Scotia Major Midget Hockey League has a zero tolerance to alcohol and Drug abuse. Any League participant who is found to be in contravention of this Policy will be subject to immediate suspension pending a hearing to be conducted by the league.
 
Notes:
1. At the conclusion of the regular season schedule, any accumulative penalties incurred shall terminate and not be carried over into the league playoffs.
2. Any accumulative penalties incurred during the league playoffs shall terminate at the conclusion of such playoffs.
3. Any suspensions in effect at the conclusion of the regular season schedule or league playoffs shall remain in effect and be served in the next league playoff or subsequent scheduled game/s.
